More residents, more independent use of gas appliances, and shared systems that no single tenant takes responsibility for all increase the potential for gas safety incidents. What Is an HMO in Liverpool?

Under the Housing Act 2004, a property is an HMO if it is occupied by three or more people forming two or more separate households and sharing facilities such as a bathroom, toilet or kitchen. A mandatory licence from Liverpool City Council is required for HMOs of five or more people over two or more storeys.   • All gas pipework visible and accessible in the property

Properties with multiple individual gas supplies (for example, HMOs where each floor has its own boiler) require each boiler to be inspected and included on the certificate.

Carbon Monoxide Alarms in Liverpool HMOs

Since October 2022, regulations require landlords in England to provide a working carbon monoxide alarm in any room with a fixed combustion appliance, excluding gas cookers. For HMOs with multiple gas appliances across multiple rooms, this means a CO alarm is required in each affected room. The alarm must be in good working order at the start of each new tenancy.
